Foreword
The new information technology lie at the heart of everyday life in our society. They have begun to transform the nature and content of work; they facilitate personal exchange and multiply information sources and training opportunities.
Education, whether institutional or otherwise, is benefiting from this revolution, discovering new resources for individual development. These tools makes it possible to support individually those wishing to acquire knowledge. They open up a possibility of a "Socratic school" for all, no longer reserved for the privileged few benefiting from an environment particularly conducive to their development.
Being responsible in the European Commission for industry, research, education and training respectively, we established as our main objective the development of an information society at the service of all citizens, without discrimination. The task force on educational software, which we organised jointly, has now produced an analysis of the situation with regard to educational multimedia, enabling us to put forward a Community action plan entitled " Learning in the information society".
This based on the principal that proper integration of these technologies into education can only be achieved through working on the quality of the products offered, developing equipment in our schools and encouraging more awareness among teachers of what these changes can offer, while offering them training in new teaching practices.
The proceeding of the seminar " Towards a Socratic school for all" form part of this process of raising awareness of this new state of affairs. They put forward specific pathways for developing teaching practices so that all, young people as well as teachers, may benefit from the opportunities offered.
This publications reflects the questions and proposals from 250 teachers and trainers who met in Luxembourg in February 1997 to try to pave the way for a successful integration of educational multimedia into their everyday work. We hope that for many others in the field of education it will be a source of inspiration, discussion and action in the service of education for young people.

1. Why should we work with information technology in school? We are in the period of big change. The society is changing from the industrial society to the information society. The change is at least as big as the change from the agricultural society to the industrial society. It's a revolution without blood. Some of the key concepts for the change and for the prefigurative culture are internationalism, information technology, informalisation, individualisation, and as a consequence polarisation. A polarisation that means that the variables gender and class are very important. There s a big risk that the losers are women and working class people. Or to say it another way - democracy, equal opportunity and equality are the main questions. We as teachers are working in a school developed for the industrial society. In the first step the school must change in it's foundation and in the second step the school must be razed. The education and lifelong learning is too important and must be permeated with the whole society. We are as teachers involved in the socialisation process of the coming generations. Two of the main areas for the children to develop are competence about information technology and competence about the social life in terms of knowledge about the society, relations with friends, other people and their own self-confidence. Can we work with IT in school in a way that we stimulate and develop the competence of our children about social life and in information technology in the light of gender and class? 2. C) The Vulcan project - Virtual University and lifelong learning
CAN - an idea:
Based on already implanted examples above and the need for lifelong learning it is necessary to find an educational system which active participation from outside the school system.

Tommy Isakßon, Diplom in Naturwißenschaften (1987), Promotion (1992), Dozent an der pädagogischen Hochschule von Falun-Borlänge und IT-Experte/Dozent an der Pädagogischen Hochschule von Umeå. 1985 schuf er ein landesweites Netzwerk für Kinder namens "Kinder der Zukunft". Ferner ist er Verfaßer des Textes "Att karda och data".
1. Warum sollen wir in den Schulen mit Informationstechnologie arbeiten?
Wir befinden uns in der Phase eines tiefgreifenden Wandels von der Industrie- zur Informationsgesellschaft, der mindestens ebenso umfaßend sein wird wie derjenige, der von der Agrar- zur Industriegesellschaft stattfand. Dies ist eine Revolution ohne Blutvergießen. Einige der entscheidenden Konzepte für den Wandel und die sich ankündigende Kultur sind Internationalismus, Informationstechnologi, Ausbreitung informaler Strukturen, Individualiserung und als Konsequenz Polarisierung, die bedeutet, daß die Variablen Geschlecht und Klaße sehr wichtig werden. Es besteht mithin die große Gefahr, daß Frauen und Arbeitnehmer die Verlierer sein werden. Um es also in anderen Worten zu sagen: Die zentralen Fragen sind Demokratie, Chancengleichheit und Gleichberechtigung.
Wir Lehrer sind in Schulen tätig, die für die Industriegesellschaft konzipiert wurden. In einem ersten Schritt muß also die Schule in ihren Grundlagen geändert werden, und in einem zweiten Schritt muß sie völlig beseitigt werden. Denn bildung und lebenslanges Lernen sind so wichtig, daß sie von der gesamten Gesellschaft geprägt werden müßen.
Als Lehrer befaßen wir uns mit dem sozialisationsprozeß der kommenden Generationen. Zwei wichtige Kompetenzen, die Schüler entwickeln müßen, sind diejenige im Bereich der Informationstechnologien und diejenige im gesellschaftlichen Leben, nämlich die Kenntnis über das Funktionieren der Gesellschaft, die Fäfigkeit zu Beziehungen zu Freunden und Fremden und die Entwicklung von Selbstvertrauen.
Können wir in den Schulen auf eine Art und Weise mit den Informationstechnologien arbeiten, daß die soziale und informationstechnologische Kompetenz unserer Kinder unter der Berücksichtigen der Problematick von Geschlecht und Klasse gefördert und entwickelt wird?
2. Wie sollen wir vorgehen?
A) Berufsbegleitende Ausbildung für Lehrer - ein Beispiel
B) F&E-Projekt "Kinder der Zukunft" - ein Beispiel
Ziele des Projekts sind die:
Maßnahmen
Das Projekt "Kinder der Zukunft" begann im Jahr 1985. Das Alter der beteiligten Kinder ligt zwischen 6 und 13 Jahren, in der Mehrzahl zwischen 7 und 9 Jahren. Das Pojekt umfaßt 15 Schulen mit ca. 400 Schülern. Die Schulen liegen in Süd-, Mittel- und NordSchweden. Zwischen zwei Schulen liegt ein Abstand von 1 500 Kilometern. Die Meisten Schulen verfügen über nur einen Computer, einen Drucker, Software und Modems. Sie Arbeiten mit Textverarbeitungs-, Graphik-, Datenbank- und Desktop-Programmen sowie mit E-Mail (FirstClaß). Sie haben Keine "pädagogische Software", keine Software für Kinder und keine Computerspiele.
Die Schüler arbeiten mit den Computern und stellen Zeitungen und Datenbanken her. Sie beziehen die Themen für ihre Aktivitäten aus ihrer unmittelbaren Umgebung. Dies heißt, sie führen in ihrer Umgebung Interviews und Nachforschungen durch. Die Ergebniße werden via E-Mail an alle übrigen Schulen versandt und in einem Magazin zusammengestellt. Die Schüler geben Informationen über ihre eigenen Intereßen in eine Datenbank ein, die abenfalls an alle Schulen des Netzwerk weitergegeben wird. Aus den diversen Datenbanken wird eine einzige zusammengestellt, die von den Schülern genutzt wird, um neue Intereßen, neue Freunde und Brieffreundschaften zu finden.
Ausgangspunkt war die Entscheidung, daß die Netzwerkaktivitäten in herkömmlichen Schulen stattfinden sollten, in denen die Lehrer vor dem Beginn deß Projekts sehr wenig Erfahrungen mit Computern hatten. Während der gesamten Zeit waren die Lehrer selbst gemeinsam mit den Schülern für die Aktivitäten verantwortlich.
Alle beteiligten Erzieher erhalten pro Schulhalbjahr einen zweitägigen Seminarkurs, auf dem sie gemeinsam mit dem Projektleiter die Ziele, Pläne, Evaluierungen und Ergebnisse erörten.
Einmal jährlich treffen sich alle Schüler beim großen "Festival der Kinder der Zukunft", das zwei Tage während de Schuljahres irgendwo in Schweden stattfindet. Zweck des Treffens ist das Zusammenführen von "Computerfreunden" mit zahlreichen sozialen Aktivitäten.
Einige Ergebnisse aus der begleitenden Untersuchung seien wie folgt aufgefürht:

CAN - eine Ideenskizze
Auf der Grundlage zielt der bereits realisierten vorgenannten Beispiele und wegen der Notwendigkeit des lebenslangen Lernens muß ein Bildungssystem gefunden werden, das eine aktive Mitwirkung von außerhalb des Schulsystems zuläst.
Könnte diese Skizze des Vulcan-Projekts ein Entwicklungslaboratorium für die Integration der Theorie in die Praxis abgeben, um ein neues Bildungssystem für die künftige Informationsgesellschaft zu schaffen? 1. Pourquoi utiliser les technologies de l'information dans le cadre scolaire?
Nous vivons une époque de changement profond. Notre société passe de l'ère industrielle à 1'ère de l'information, et cette transition est aussi fondamentale que le passage de la société agricole à la société industrielle. Il s' agit d' une véritable révolution - sans effusion de sang. Les concepts clés de ce changement et de la culture qu'il préfigure sont I'internationalisme, les technologies de l'information, l'informalisation, l'individualisation et, partant, la polarisation. Cette polarisation confère une importance particulière aux variables que sont le sexe et la catégorie sociale, car les grands perdants pourraient bien être les femmes et les classes laborieuses. En d'autres termes, les grandes questions sont la démocratie, l'égalité de chances et l'égalité tout court.
Nous, les enseignants, travaillons dans un cadre scolaire adapté à la société industrielle. Dans un premier temps, ce sont les fondements de l'école qui doivent changer; dans un second temps, c'est l'école elle-même éit qui doit être démantelée. L'éducation et l'apprentissage permanent sont trop importants - et doivent s'imprégner de la société tout entiére.
Nous participons en tant qu'enseignants au processus de socialisation des genérations à venir. Les deux grands domaines dans lesquels les enfants doivent se développer sont les aptitudes en matière de technologies de l'information et les aptitudes à la vie sociale en termes de connaissance de la société, de relations avec des amis et autres personnes, et de confiance en soi.
Pouvons-nous utiliser les TI á l'école de manière à stimuler et à développer les capacités de nos enfants en termes et de technologies de l'information en tenant compte des composantes de sexe et de classe sociale?

Le projet poursuit les objectifs suivants:
Activité
Le réseau «Children of the future» a démarré en 1985. Les enfants qui y participent sont âgés de 6 à 13 ans, et la plupart de 7 à 9 ans. Le projet couvre quinze écoles et 400 enfants environ. Les écoles sont situées dans le sud, le centre et le nord de la Suède. La distance entre deux écoles dépasse 1 500 kilomètres. La plupart d'entre elles sont simplement équipées d'un ordinateur, d'une imprimante, de logiciels et de modems. Elles travaillent avec des programmes de traitement de texte, des logiciels graphiques, des bases de données, des logiciels de publication assistée par ordinateur et du courrier électronique (FirstClass). Elles ne disposent d'aucun «éduticiel», d'aucun logiciel pour enfants ni d'aucunjeu électronique.
Les enfants travaillent ensemble sur les ordinateurs pour réaliser des journaux et des bases de données. Le thème de leurs activités est lié à leur environnement immédiat. Les enfants ont donc fait des interviews et des enquêtes autour d'eux. Les résultats ont été envoyés à tous les autres centres par courrier électronique et regroupés dans une revue. Les enfants ont également développé une base de données consacree à leurs propres centres d'intérêt; ces informations sont diffusées à toutes les écoles du réseau par liaison informatique. Les enfants regroupent ces différentes bases de données en une grande banque commune de données dans laquelle ils trouvent de nouveaux intérêts, de nouveaux amis et des correspondants.
Notre principe de base était que l'activité devait être réalisable dans n'importe quelle école dont les enseignants avaient eux-mêmes peu d'expérience de l'informatique avant le démarrage du projet. Tout au long de son déroulement, ce sont les enseignants qui ont été chargés du projet conjointement avec les enfants.
Tous les éducateurs concernés ont participé, chaque trimestre, à un séminaire de deux jours afin de faire le point des objectifs, des plans, de l'évaluation et des résultats avec le responsable du projet.
Une fois par an, tous les enfants se retrouvent à l'occasion du «Children of the future festival», organisé pendant deux jours de 1'année scolaire, quelque part en Suède. Ce festival a pour but de permettre aux «amis par ordinateur» de se rencontrer et d'avoir des activités ensemble.

C) Le projet Vulcan - Proposition d'universite virtuelle et d'education permanente
Étant donné l'exemple présenté ci-dessus, déjà réalisé, et la nécessité d'une éducation permanente, il convient d' instaurer un enseignement intégrant la participation d' acteurs extérieurs au système scolaire.
Le concept du projet Vulcan peut-il devenier un laboratoire d'intégration de la théorie et de la praqtiue en vue du développement d'un nouveau système d'eseignement pour la société de l'information de demain?
